What is IRS Form W-9 and What Is It Used For?

Form W-9 (officially titled Request for Taxpayer Identification Number and Certification) is an official United States Internal Revenue Service (IRS) document used to confirm and verify a person's or business entity's Taxpayer Identification Number (TIN).

If you work as an independent contractor, 1099 subcontractor, LLC owner, or service vendor in South Carolina (in fields such as construction, janitorial services, landscaping, remodeling, or painting), any hiring client or General Contractor (GC) who pays you $600 or more during a tax year will require this form before disbursing payments.

Why Do Clients Demand Both Form W-9 and a Certificate of Insurance (COI)?

When starting work on commercial job sites in South Carolina, General Contractors mandate what is known as the Subcontractor Compliance Packet, which includes two core documents:

  1. Form W-9: Provides your tax identification number so the hiring business can issue your year-end 1099-NEC form for IRS income reporting.
  2. Certificate of Insurance (COI): Proves you carry active General Liability and Workers' Compensation coverage to safeguard the job site against accidents and lawsuits.

Important Note: If you fail to submit a completed W-9 form to your client, IRS regulations require the hiring entity to withhold 24% of your total earnings under mandatory Backup Withholding rules.


Step-by-Step Instructions: How to Complete Form W-9

Form W-9 includes a primary first page that you must complete, sign, and deliver directly to the requesting party (do not send it to the IRS):

1. Line 1: Name

Enter your full legal name as shown on your federal income tax return. If you are a Sole Proprietor or a Single-Member LLC, your individual name belongs on Line 1.

2. Line 2: Business Name / Disregarded Entity Name

If you operate under a trade name or DBA (Doing Business As), enter it here (e.g., "SC Pro Quality Cleaning Services"). If you don't use a separate trade name, leave this line blank.

3. Line 3a: Federal Tax Classification

Check only one box corresponding to your tax filing entity:

  • Individual / Sole proprietor: For independent workers, freelancers, or single-member LLCs filing on Schedule C.
  • C Corporation / S Corporation: For businesses incorporated under C-Corp or S-Corp status.
  • Partnership: Multi-member business partnerships.
  • Limited Liability Company (LLC): Check the LLC box and enter the appropriate tax classification code: C (C-Corp), S (S-Corp), or P (Partnership).

4. Line 4: Exemptions

Most individuals and small commercial trade contractors leave these boxes blank, as they apply to specific exempt payees or foreign account reporting under FATCA.

5. Lines 5 and 6: Mailing Address, City, State, and ZIP Code

Enter the primary mailing address where you receive business mail and where your client will send your annual 1099 statement.

6. Part I: Taxpayer Identification Number (TIN)

Enter your identification number in the designated boxes:

  • Social Security Number (SSN) / ITIN: For sole proprietors and individual freelancers.
  • Employer Identification Number (EIN): If you have an EIN issued by the IRS for your LLC, corporation, or partnership.

7. Part II: Certification & Signature (Sign Here)

Sign and date the form. Your signature certifies under penalties of perjury that your TIN is accurate and that you are authorized to conduct business in the United States.

  • Form W-9: Completed by independent contractors and 1099 subcontractors to declare business tax info.
  • Form W-4: Used by payroll employees (W-2) for direct tax withholding by employers.
